505 _aA software process is a problem-solving process with human cognitive characteristics. This paper presents a cognitive-based problem-solving framework consisting of a problem-solving cognitive space, a category-based representation and a set of problem-solving control strategies. As an application of the framework, a cognitive-based software process model is proposed to unify the software process and the developer's cognition. The proposed model provides a new way to improve the software process by enhancing the developer's cognitive skill. The development process of management information systems (MIS) has been used to demonstrate the proposed model.
