This article describes how a modular, fiber optic transportation management system has been used to help solve traffic flow problems in Tallahassee, Florida. The city launched KITS as the Tallahassee Advanced Transportation Management System (TATMS) in October 1999 two months ahead of Y2K, which they feared would finally prove too much for the city's 18-year-old mainframe.
