This article describes the difficulties in setting a single common standard for Digital Short-Range Communications (DSRC), given the different frequencies being considered and various forces pulling in different directions. The author, who was part of the Institute for Electrical and Electronics Engineers SCC-32 ITS Standards Coordination Committee responsible for addressing DSRC standards in the early 1990s.
